Report a HIB Concern
If you are concerned about possible harassment, intimidation or bullying, you may report the concern through the district's online reporting system or contact a school staff member. Reports are reviewed in accordance with district policy and New Jersey requirements.
HIB 338 Family / Caregiver Forms
The New Jersey Department of Education provides a HIB 338 reporting form for families and caregivers, along with translated versions in multiple languages. Completed forms should be submitted to the school.

What Does HIB Mean?
Under New Jersey law, harassment, intimidation or bullying may include written, verbal or physical acts, gestures or electronic communications. The legal definition considers factors including the nature of the conduct, where it occurs, its effect on a student or the school environment, and whether it substantially disrupts school operations or the rights of other students.
The HIB Grade Report reflects each school’s annual self-assessment of its implementation of New Jersey’s Anti-Bullying Bill of Rights Act. Scores are based on indicators established by the New Jersey Department of Education, with a maximum possible score of 78 points.
These scores should not be interpreted as traditional letter grades, rankings, or measures of overall school performance. They reflect the district’s and schools’ implementation of the requirements of the Anti-Bullying Bill of Rights Act.

When an allegation of HIB is reported, the school follows Monroe Township Public Schools policy and New Jersey requirements. HIB investigations are conducted by the school's Anti-Bullying Specialist, with the principal overseeing the process.

Explanation and Interpretation of the Anti-Bullying Bill of Rights Act School District Grade
The New Jersey Anti-Bullying Bill of Rights Act requires the New Jersey Department of Education (NJDOE) to grade each public school and school district on their efforts to implement the requirements of the Anti-Bullying Bill of Rights Act (N.J.S.A. 18A:17-46).
Each school completes an annual School Self-Assessment through its School Safety/School Climate Team. The assessment evaluates the school’s implementation of the Anti-Bullying Bill of Rights Act across eight core elements and is based on established indicators and supporting documentation. The maximum score a school may receive is 78 points.
The HIB School Grade is not a traditional academic grade or letter. It is a reflection of the school’s self-assessment of its implementation of the requirements of the Anti-Bullying Bill of Rights Act.
The assessment considers areas related to the school’s policies, procedures, prevention and intervention efforts, staff training, reporting and investigation practices, and other components of HIB implementation.
